Butler County Roofing Guide: Andover, Augusta, El Dorado and Rose Hill

Butler County roofing rules change at every city limit. Andover, Augusta, El Dorado and Rose Hill each run their own permit desk, and Augusta and Rose Hill license roofers at the city level. Every roofer working anywhere in Kansas also needs a state registration from the Attorney General. Check both before you sign.

This guide lists who issues roofing permits in each city, the local contractor rules, and the storms that have hit Butler County since 2024.

All four also require a Kansas roofing contractor registration. State law does not replace city rules, and city rules do not replace state law.

Why do Butler County roofing rules differ from Wichita?

In Wichita and unincorporated Sedgwick County, one office handles roofing permits: MABCD, the Metropolitan Area Building and Construction Department. Butler County cities are outside that system. Each one sets its own permit process and decides whether to license roofers. Andover chose to adopt the Wichita-Sedgwick County code and accept MABCD licenses, which makes it the closest match to Wichita. Augusta, El Dorado and Rose Hill run their own programs. For Butler County roofing work, the address decides the rules, not the contractor’s home base.

Andover

Andover is Butler County’s largest suburb of Wichita. Its Building and Inspections Department issues separate roofing and siding permits. Since Ordinance No. 1957 took effect on May 13, 2025, Andover builds to the Wichita-Sedgwick County Unified Building and Trade Code. The city also changed licensing: “As of June 28, 2025, most permits will no longer require a City of Andover license to be pulled.” Roofers need an MABCD license and a certificate of insurance listing the City of Andover.

The city knows severe weather. An EF3 tornado crossed Andover on April 29, 2022, and the National Weather Service logged 1.75 inch hail in Andover on April 30, 2024. On June 17, 2025, a trained spotter estimated an 80 mph gust two miles east of town. See our Andover roofing page and our guide to window replacement in Andover.

Augusta

Augusta has the strictest written rules of the four. The city’s Do I Need a Permit guide says roofing and siding jobs over 200 square feet need a permit, and:

  • “the person or company you hire to do the work must be a licensed contractor with the City of Augusta.”
  • Contractors must carry “a minimum of $300,000 general contractors liability insurance coverage.”
  • “It is the responsibility of the contractor to obtain the permits through the City Inspection Department.”
  • Owners of rental houses they do not live in may not do their own roofing or siding.

Storm history: on June 4, 2024, a report one mile south of Augusta noted “shingles blown off.” On June 17, 2025, the Augusta Municipal Airport measured a 59 mph gust, Augusta had 1.75 inch hail, and a snapped power pole leaned onto a house, according to the weather service. See our Augusta roof repair page.

El Dorado

El Dorado is the county seat, with 12,870 residents in the 2020 census. The city’s building FAQ treats roofing as a combination permit and states: “Permits should be obtained before any work on the project takes place.” It also says “The individual or the contractor doing the work should always obtain their own permit.” Permits that need no drawings “can be issued over the phone to contractors who are registered with the city.”

On April 30, 2024, a 65 mph gust one mile west-southwest of El Dorado knocked down a power pole, with 1 inch hail. The city still marks the June 10, 1958 tornado that killed 13 people with a memorial at Graham Park. See our El Dorado roof repair page.

Checks to make before hiring a Butler County roofing contractor
Four checks to make before hiring a roofer in Butler County.

Rose Hill

Rose Hill, southeast of Wichita, had 4,185 residents in 2020. Its city forms page includes a building permit application for roofing, siding and windows, and a separate roofing contractor license application. That means your roofer needs a Rose Hill license on top of the state registration. Call City Hall at (316) 776-2712 for fees and current rules. See our Rose Hill roof repair page.

What about unincorporated Butler County?

Homes outside city limits, around towns such as Towanda, Benton, Douglass, Leon and Whitewater, fall under different rules. We could not find a published county reroofing permit rule, so call the Butler County offices before work starts. The state registration requirement applies everywhere in Kansas.

How to hire a Butler County roofing contractor

  1. Check the state registration in the Attorney General’s roofing directory.
  2. Check the city license where your house sits: Augusta and Rose Hill license roofers, Andover requires an MABCD license, and El Dorado registers contractors.
  3. Ask who pulls the permit. In Augusta and El Dorado, the contractor does.
  4. Get proof of insurance naming the right city when required.
  5. Compare written scopes, not just prices.

After a storm, crews from out of state show up fast. Our guide to avoiding roofing scams covers the warning signs, and can a roofer pay my deductible explains a common pitch.

Butler County storm history since 2024

  • April 30, 2024: 1.75 inch hail in Andover, 1 inch hail and a 65 mph gust near El Dorado.
  • June 4, 2024: shingles blown off south of Augusta.
  • June 17, 2025: estimated 80 mph gust east of Andover, 1.75 inch hail in Augusta, 60 mph at Leon.

Butler County roofing crews are busiest in the weeks after storms like these. If one of those storms hit your house and the roof was never inspected, check your policy’s deadlines and have it looked at. See what to do after a hailstorm.

Butler County roofing questions

Do I need a permit to replace my roof in Butler County?

In the cities covered here, yes for full replacements. Augusta requires permits for roofing over 200 square feet. Andover issues a separate roofing permit. El Dorado and Rose Hill have roofing permit applications.

How do I find a Butler County roofing contractor I can trust?

Start with the state registration and the city license, then ask for references from jobs in your town and a written scope. Local history matters more than a yard sign.

Can I reroof my own house?

Rules vary. Augusta bars owners from doing roofing on rental houses they do not occupy. Ask your city before you start.

Does a Wichita roofer need a separate license for Butler County?

In Augusta and Rose Hill, yes. In Andover, an MABCD license with proof of insurance is accepted.
